MANILA, Philippines — President Ferdinand Marcos Jr. has signed the Enterprise-Based Education and Training (EBET) Framework Act, now Republic Act No. 12063, which aims to bridge the gap between job requirements and available skills, enhance career pathways, and promote quality employment across the Philippines.

The newly enacted law is expected to raise employment standards and improve the national employment index. According to President Marcos, the EBET Framework Act will empower Filipinos by providing structured opportunities to align their skills with industry needs, addressing both the lack of formal training and widespread skill mismatches. This alignment will ensure that each Filipino can meaningfully contribute to national growth and benefit from its success.

During the signing ceremony at Malacañan Palace, Marcos emphasized that the EBET Framework establishes a solid foundation for career advancement and relevant skills training. By addressing gaps in formal training and employment alignment, he believes the law will open pathways for professional growth, job creation, and entrepreneurial ventures. This initiative supports the nation’s aim for higher-quality employment and a globally competitive workforce.

The law also complements the government’s broader strategy to integrate and enhance enterprise-based training across various industries. By unifying these training modalities under one framework, the EBET Act strengthens the country’s approach to workforce development, aiming to create a more adaptive, resilient labor force.

Additionally, Marcos noted that the EBET Framework Act will provide new and expanded training opportunities for individuals looking to build or improve their skills in line with the demands of an evolving global labor market. He expressed confidence that these efforts will help Filipinos remain competitive on the world stage.

The Philippine Statistics Authority’s recent Labor Force Survey reflected positive developments, showing a decrease in the national unemployment rate to 3.7 percent in September, down from 4 percent in August. The survey also highlighted an increase in female labor force participation, particularly in wholesale and retail trade sectors as the country approaches the bustling holiday season.

Through the EBET Framework Act, the administration aims to meet the growing need for high-quality employment and industry-relevant skills, ultimately positioning the Philippines for sustained economic growth.
